In the interstate and inter-unit coordination meeting regarding the security arrangements of Kanwad fair, police officers of eight states discussed and issued guidelines. Social media was considered more sensitive and it was said that monitoring will be made more stringent than before. It was also asked to deploy additional force in mixed population areas and prepare a diversion plan to make traffic smooth. In the meeting held at the Police Headquarters, officials of Uttar Pradesh, Delhi, Haryana, Punjab, Jammu and Kashmir, Himachal Pradesh, Rajasthan and CRPF, Railway Protection Force, Intelligence Bureau participated.
Some officers also joined it online. DGP Abhinav Kumar said that earlier only Uttarakhand was affected by the Kanwar Yatra, but now all the states of North India have started getting affected. In such a situation, it is important that all the states should be prepared for security and traffic. All the states will make additional arrangements to monitor social media. Care should be taken that no such post is circulated which affects the Yatra. If there is any disturbance in the Kanwar Yatra, strict action will be taken on it. IG Intelligence Krishna Kumar VK gave information regarding social media. Haridwar SSP Parmendra Doval gave information about the preparations of the police and appealed for cooperation from the neighboring states.
ADG Law and Order Meerut Zone DK Thakur said that all checkposts and barriers will be monitored with CCTV cameras. Its feed will be given to the Haridwar Control Room. ADG Law and Order Uttar Pradesh Amitabh Yash, citing the example of terrorist incidents in the past, suggested to be alert during the Kanwar Yatra. He also emphasized on creating a WhatsApp group of border districts.
- Kanwariyas will be monitored with CCTV and drones, so that nothing untoward happens.
- It was decided to hold coordination meetings with the area officers and station in-charges of the districts of the bordering states at the local level.
- During the yatra, extensive publicity should be done to make the Kanwariyas carry their identity cards, not to make Kanwars higher than seven feet, and not to travel on the roofs of trains.
- For better coordination, the officers appointed in the bordering states for the Kanwar Yatra will sit in the control room in Haridwar.
- There should be control on the use of DJ near populated places, hospitals, schools and residences of senior citizens.
- Verification of people working in the camps will be done.
- During the Kanwar Yatra, keeping in mind the facilities of the pilgrims coming for the Chardham Yatra, separate routes should be determined for them. The Chardham Yatra route should be widely publicized from Delhi itself.
- Joint checking of suspicious persons and vehicles should be done with the bordering states at Chidiyapur Barrier, Narsan Checkpost, Lakhnauta Checkpost, Kali Nadi Barrier and Govardhan Checkpost.
