District Magistrate Vinay Shankar Pandey and Senior Superintendent of Police Ajay Singh participated in the joint briefing of police/administrative, zonal and sector magistrates appointed for Somvati Amavasya Snan festival on February 20 at Rishikul Auditorium on Sunday. From the point of view of arrangements, the entire fair area has been divided into five super zones, sixteen zones and 39 sectors for the Somvati Amavasya Snan festival.
District Magistrate Mr. Vinay Shankar Pandey while addressing the briefing said that a large number of devotees are likely to reach on Somvati Amavasya Snan festival. He instructed that wherever you have been posted, you should have a good look at that place of posting and whatever arrangements have to be made, make sure to do them in advance. Referring to the traffic system, he directed that the traffic diversion plan should be strictly followed. He instructed the zonal and sector magistrates posted on parking duty and the officials related to traffic arrangements that the parking arrangements should be tight and proper and cranes should be arranged on every route so that if anyone’s vehicle breaks down, the traffic is not interrupted. Must be, its completeBe careful.In the briefing, the District Magistrate instructed the Chief Medical Officer to make arrangements for ambulances at places like Harkipadi, Rodibelwala, Singhdwar, Chandighat, Shankaracharya Chowk etc. in the Mela area, which have all the arrangements including doctors, medicine, staff, so that in case of emergency, the needy can be reached. Kind ofIf treatment is needed, it can be provided immediately.Mr. Vinay Shankar Pandey also instructed the officers that if an emergency situation arises during the Somvati Amavasya Snan festival, then everyone must study the emergency plan prepared for different places of the Mela area. Take so that in case of emergencyEmergency situations can be faced successfully by taking quick decisions.The District Magistrate said that everyone should maintain coordination among themselves and it is expected that like the past bathing festivals, the Somvati Amavasya bathing festival will also be successfully completed, for which my heartiest wishes.
Senior Superintendent of Police Mr. Ajay Singh while addressing the briefing said that Somvati Amavasya Bathing Festival is the second bathing festival of this year. He said that every bathing festival has its own importance and challenge. He said that the duty of Snan Parv is also like VIP duty. At each posting site, you have to play an important role according to the circumstances.Referring to the Somvati Amavasya Bathing Festival, the Senior Superintendent of Police said that there is a large number of women devotees in this bathing festival and they mostly come with family for bathing and also take more time to bathe in the ghats and those who come to bathe After temples-Manshadevi, Chandidevi etcThey also reach for darshan.Therefore, along with other arrangements, you have to pay special attention to the deployment of women force.
The Senior Superintendent of Police instructed the officers regarding traffic arrangements that the possibilities of accidents increase when there is a large crowd. He said that by forecasting from which area the traffic is coming more, make sure to make diversion well in time, because the decision taken at the end does not prove to be effective. He said that traffic management has an important role in the smooth functioning of fairs and festivals.
Like the District Magistrate, the Senior Superintendent of Police, while studying the contingency plan, gave instructions to the concerned to discharge their duties according to the circumstances at their place of posting. He said that be it highways, evacuation points or bathing ghats, there should not be an overcrowded situation and such arrangements should be made in the bathing ghats that more devotees do not gather at one place.
Additional District Magistrate (Administration) Mr. PL Shah and police officials gave detailed information regarding traffic plan, deployment site, mutual coordination etc. in order to successfully complete Somvati Amavasya Snan festival.
SP City appointed officer in charge
For the policing of the entire fair, SP City has been appointed as the Officer-in-Charge, Regional Magistrate Nagar, In-charge Inspector Kotwali Nagar and In-charge Chowki Har Ki Paidi and other concerned station in-charges of the city by visiting their respective police stations intensively, communal harmony, law and order CrowdAlong with inspecting the arrangements for parking and diversion of control vehicles, instructions have already been given to complete all the arrangements on time. If any communal problem is reflected at any place, it should be redressed immediately.
Instructions to Duty Officers and Police Force
- It has been seen in the past that on Somvati Amavasya bath, there is a sudden increase in the crowd, due to which we have to prepare well in advance.
- Each zonal officer will select an alternate route in his area so that it can be used when the crowd increases.
- The policeman appointed at each point has its own importance, any problem can arise due to his negligence, so everyone will discharge their responsibilities keeping their importance in mind.
- In Mansa Devi Chandi Devi, the duty in-charge will ensure that the devotees keep moving forward in the queue, do not let the system deteriorate in any case, due to which there is a possibility of stampede, the duty personnel should not leave their points.
- The women personnel appointed at Mahila Ghat should discharge their duties with promptness. There are possibilities of overcrowding at this place because every woman and her family members live near the same place to prevent crowding there.
- An arrangement of 8 hours duty has been made during the bath, for which every worker has to come at the right time and discharge his responsibilities with promptness for 8 hours. Negligence will not be tolerated under any circumstances.
- There are possibilities of drowning of devotees at the bathing ghats during bath, for which water police teams will be deployed at various ghats with preparation.
During the bathing festival, the beggars should be removed from the Har Ki Paidi area so that the devotees can easily move to the Har Ki Paidi area.
Bomb disposal squad/dog team have been appointed to prevent untoward incidents during Snan festival. Which will be continuously moving and will keep checking at sensitive places.
Two teams of mounted police have been appointed for crowd control in the area. which will be in constant motion - A traffic plan has been prepared to maintain the smooth functioning of the traffic system on the National Highway, it should be followed completely.
- Parking will be used to run the traffic smoothly, as well as the diversions that have been made should be implemented according to the traffic plan made, there should not be any kind of negligence in it.
- The entry of heavy vehicles in the district will be completely restricted during the Snan festival period, no employee appointed on duty will leave the vehicles bigger than their points.
- The police force appointed on duty will not allow vehicles to be parked on the side of the road in any way whether it is a national highway or other routes, all vehicles should be sent to designated parks.
The duty in-charge appointed at the ghats should wake up the devotees sleeping on the ghats at 2:00 am and vacate the ghats.
All the employees will maintain high degree of discipline while wearing clean uniform. - No officer/employee shall leave his/her duty place before the arrival of the substitute, he/she shall inform his/her sector in-charge before leaving the duty point.
Each super zonal/zonal/sector in-charge will ensure to thoroughly brief the police force deployed in their respective zone sector. The policeman who is absent from his duty will be reported in the control room so that his replacement will be sent from the Mela cell in time.
John/Sector in-charge/Sector Magistrate will coordinate with each other and exchange beneficial information from time to time. Along with this, till today evening, we will jointly visit the duty points of our area. - Everyone will maintain sweet behavior with the devotees, will never use unnecessary mobile while on duty.
- No devotees should be allowed to sit unnecessarily on the ghats, immediately after bath they should be sent out of the ghats towards their destination.
It is necessary for everyone to know about the SOP made in view of contingency during Snan festival, what we have to do and what not to do.
Sufficient ropes and dividers should be kept at Har Ki Pedi and other ghats so that crowd control can be done by using them when the crowd increases. - Tochan vehicles should be appointed on every route so that if necessary, in case of jam, the defective vehicle can be shifted elsewhere immediately.
Medical vehicles along with staff should be appointed at important points so that the devotees can get treatment on the spot if required.
