Budget session of Assembly begins with Governor’s address, will continue till March 1

More than 300 questions received from MLAs, budget to be presented on February 27

Today is the first day of the budget session of the Assembly. The session began with the Governor’s address to the House. In the Governor’s address, the government’s roadmap to make Uttarakhand the best and strongest state of the country by the year 2025 was shown.
The budget session of the Assembly will run from today, February 26, to March 1. The budget session of Vis started from 11 am on Monday. After this the address of Governor Lieutenant General Gurmeet Singh (Seni) started. The Governor said that the resolution of a developed India is not a vision of developed Uttarakhand but a belief. Expressing gratitude to those who have contributed significantly to the progress of the state, he said that many achievements have been achieved in the last financial year 2023-24. Our state will stand in the category of best states. In order to make India a developed nation by 2047, several dimensions were achieved through Empowered Uttarakhand @ 2025.
Women were given equal rights
The Governor said that Uttarakhand Assembly has become the first state in the country to pass a Uniform Civil Code giving equal rights to all the citizens of the state. Now women of all religious communities were given equal rights.
• In his address, the Governor said that Women’s Desk has been established at the police station level to provide a safe environment to women. Police has issued a toll free number for legal help to women. Jail Development Board has been formed. The state has gained international recognition through three G20 meetings. Global Investors Summit was successfully organized to attract private investment.
• The Governor said that there is an environment of peace of doing along with ease of doing in the state. UIIDB was formed. Work is being done on Strong Uttarakhand to make Uttarakhand a leading state of the country in the next five years. He said that 1300 laws have been identified and more than 400 have been abolished.
• He informed that as per the agenda point of CM Conclave, 20 schemes of 12 departments of the Center and States are being evaluated. 48 old temples have been identified under the Manaskhand Mandir Mala Mission. In the first phase, 16 temples are being renovated. Apart from this, the government is working towards making Badrinath Dham smart spiritual.
• Apnu School Apnu Praman has been started as a pilot project in Tehri. In which the necessary certificates are being made in the school itself. Uttarakhand has become the third state in the country to establish Vidya Samiksha Kendra. Under Apni Sarkar, Door Step Delivery is being run in 100 wards of Dehradun Municipal Corporation. It will soon be implemented in other bodies. 12 eco tourism destinations are being prepared in the state. 13 helipads have been ready. Work is underway to build seven heliports. Which will be built on PPP mode.
Apart from the address, there will be no other legislative work on the first day. After the Governor’s address, the proceedings of the House will be adjourned. After the lunch break, the House will meet again from 3 o’clock. All preparations for the session have been completed. More than 300 questions have been received from MLAs. Late on Sunday night, a meeting of the Business Advisory Committee was held at the residence of Assembly Speaker Ritu Khanduri Bhushan in Yamuna Colony, in which the agenda for running the House till March 1 was decided. Parliamentary Affairs Minister Premchand Aggarwal, MLA Khajana Das and Umesh Sharma were present in the meeting. From the opposition, Leader of Opposition Yashpal Arya and Congress MLA Pritam Singh have resigned from the business consultation, they did not participate in the business consultation.
The state government will present the budget on February 27. However, in the meeting of the Business Advisory Committee it was decided that Budget 27 would be brought in the House. A motion of thanks will be brought on the Governor’s address on 28th. Department-wise grant demands will be discussed on 29th, while the budget will be passed on 1st March. The government is likely to bring an estimated budget of Rs 90 thousand crore for the financial year 2024-25. In which the focus of the government will be the resolution of strong Uttarakhand. Apart from this, the government can announce new schemes in the field of self-employment for women and youth, farmers’ welfare, education and health.
