Fraud of Rs 52 lakh from a drug dealer on the pretext of getting e-tender for drug supply.

A drug dealer was defrauded to the tune of Rs 52 lakh on the pretext of getting e-tender for medicine supply to the health department. In this case, a case has been registered against six people including former private secretary of the Chief Minister, Prakash Chand Upadhyay in the city police station.
On demanding the money back, the accused called the drug dealer to the resort and threatened to kill him. In the past also, two cases have been registered against the accused for committing fraud worth crores of rupees by pretending to get e-tender.
Complainant Ram Kewal, resident of Sector-7 Haridwar, told the police that he has a factory in Sidcul, Haridwar by the name of JR Pharmaceutical. In the year 2022, his acquaintance Dheeraj Rishi, resident of Patiala, Punjab, introduced him to Saurabh Vats alias Saurabh Sharma, resident of Dehradun. Saurabh Vats described himself as working on the post of Officer on Special Duty in Uttarakhand Secretariat. One day Saurabh made him meet Prakash Chandra Upadhyay, resident of Kalinga Vihar, Majri Mafi in the Chief Minister’s office. Saurabh told that Prakash Chandra Upadhyay is the Principal Private Secretary to the Chief Minister. During this time, Saurabh also made him meet his wife Nandini Vats, driver Shahrukh Khan and associate Mahesh and his son.
Saurabh called him to Prakash Chandra Upadhyay in the secretariat and said that you have a medicine factory. You should participate in the tender process for the supply of medicines issued in Uttarakhand Medical Department. There will be a profit of crores of rupees if the tender is awarded. Saurabh said that you will get all the tenders through e-tendering. However, for this work he will have to pay Rs 50 lakh first.
He himself will manage the Medical Secretary and other officers of the Medical Department. In the name of getting the tender, the accused got several tender forms filled in the name of their company and took Rs 52 lakh from them in different installments. As per the promise of the accused, when the medical department did not call to give the work order, the victim started raising objections.
