Giving details after the Rampur Tiraha incident, Rawat said that on his proposal, the then PM PV Narasimha Rao agreed to make Uttarakhand a union territory. For this the leaders of Uttarakhand were called. By mistake, he (Rawat) also invited Tiwari. But Tiwari was already angry at not being made a minister at the Centre.
